Hey I have an 04 S with the factory fog lights, I did DRL disable for the head lights by snipping 12 wire. How do I set the fog lights to be switched on without also switching on the head lights. Ive been looking around for a while cant get a definitive answer. Any help?

If you open up the steering column, on the lighting stalk you'll see a wire harness with two distinct green/orange wires. One of those is the right turn signal, and one is for the fog lights. If you're looking at the harness from the driver's seat with it plugged in to the stalk, it's the green/orange wire on the very left you want.

All you need to do is cut the wire and ground the end coming from the harness and you'll get independent control.

Or you can go all out like I did with a SPDT relay under the dash and a switch so I can switch the fogs between independent control and the default headlight linked control...

I haven't gotten time to look at the column yet, been busy with exams, is removal of the stalk easy enough that I can figure out, not sure how to get around to gain access to the harness, more info would be grateful. I'm thinking about wiring a switch for both this fog light thing and the the DRL disable I did into the same switch. I might end up doing that later on, but for now I'm looking to just have independent control, you think i should wire in some HID's into the fog lights, im trying to use them as a my running lights, right now their yellow from yellow halogens, not to bright.

There are three screws in the column, two on each side of the wheel (as you turn the wheel you can see them), and one underneath it. After that, the trim pieces just snap together so you can pop them apart with a screwdriver.

Personally, I wouldn't. The glare coming off the housings will piss off other drivers on the road, plus HID kits tend to be rather crappy.

If you want to do it, talk to the guys at theretrofitsource.com and do it properly (as I'm doing right now; replacing the projectors and CCFL's in mjy Anzo housings with proper HID projectors).
