Wife is picking up a '16 XLE Premium next week-ish. Do the wheels need to be removed to install Toyota's Mudgaurds? Any drilling needed?
My instructions required drilling.
I did not remove my wheels, just turned the front wheels to clear. The rear wheel space was very tight but I did it without removing the wheels.

I had to drill three holes for the back locations, but it is just through plastic, and there is a 'dimple' in the plastic at each location so it is easy.
The fronts have 2 pre-existing holes to use, you drill one extra hole (again, just through plastic).

It was fairly easy and quick.

I bought my 2014 TAL w/tech pkg used. The original owner loaded it up with dealer installed options: mudflaps, body side molding, door edge guards, clear protective film on the entire front end, rear bumper applique, illuminated front door sill plates and remote start. I put on silver pin striping (car is Oh La La Rouge Mica), vent visors, and led fog light bulbs.
