Hello!
I'm doing the timing belt on my new '92 Holden Apollo (weird Aussie badge-engineered SV21) with a 3SFE. I managed to fumble and drop the idler pulley as I was taking it off.
Does anyone know if there's supposed to be a washer on the outside (closest to wheel side) of the pulley? I thought I felt one as I was taking it off, but I've spent a whole hour looking on the ground/ in nooks and crannies for a washer with no luck.

Doesn't look like it but I'm not up on your car or the Camry, This is the same model engine in a 1990 Camry.

Thank you!! Indeed no washer - got that confirmed by someone else in an Aussie Camry group I'm in!

If the bolt is flanged, it won't have a separate washer. Pretty rare to find a non-captive washer on a Toyota. It very well could have a spacer washer behind the pulley - but that would be obvious on re-assembly.
