CARB legal's no guarantee that they wont make you ref and go back to stock. that's the problem with a state that relies on "urban scientists" to make traffic policy. Its what made the LA Red Line cost $1 billion to build - urban scientists at CalTrans decided that a train in the middle of the 101/170 was too much of a traffic hazard (despite the green line on the 105) so MTA had to spend the extra $500 mil drilling through a mountain to get to North Hollywood. They seem to think that an intake and emissions on maybe 5% of all passenger cars on the road would push emissions levels significantly higher than two more gassy milking cows.
