Do you have an impact gun to remove the strap bolts? I think you kind of need it to avoid spinning the captured nuts.

Heaving and hoe-ing at it with a ratchet or wrench makes it easier to spin that captured nut. I experienced that on my old '90 Corolla and ended up cutting a hole in the floor to patch a leaking fuel line.

When I had to replace a tank strap on my '93 which was somewhat less rusty but still ate up, I used my electric impact and had no problemo.
