why is the gauge cluster also illegal to change? is the mileage also stored in it somehow? or is it just because you'd have to screw with the odometer in some way to replace it?It's illegal to tamper with the odometer and not disclose that it was. Same situation as replacing a broken instrument cluster with a used one. There's usually a place on the title to disclose whether the odometer is correct or not. As long as that's done, it's perfectly legal.

I would think acknowledging that the mileage could be anything would make it a hard sell though, especially if you wanted any decent book price for it.On all my cars, the odometer is part of the gage cluster. So when a speedo or tach goes bad, most would just replace the whole thing. Bottom line is that if the odometer reading is not correct for any reason, that's OK, as long as it's disclosed on the title when the vehicle is transferred.

Sort of like the computer really should be flashed to match the car, but if you dont really care or you're going to drive it until it blows up then who cares.Yeah, I would think it would make it really difficult for the seller to get top dollar for a car in really nice condition. OTOH, if it's a rusty broken down POS, probably doesn't matter much.
