The odo and speedo are driven by a single tiny motor, maybe a gear is jammed or damaged. You can swap out just the speedo unit inside the cluster it's pretty easy. If you're really ambitious you can swap over the odometer (assuming it's good) so your mileage will match.

Here is the motor I'm talking about, the beige-ish thing.

I don't see how it can be a fuse if your speedo works, sounds like the odometer has a mechanical problem and stopped turning. Only one way to know, swap it.

it can be illegal to tamper with the odometer, if you ever plan on reselling the car I would let someone else fix it that is qualified to do so. I'm pretty sure its a federal crime if the odometer doesnt match the actual mileage on the car and you sell it to someone.

It's illegal to tamper with the odometer and not disclose that it was. Same situation as replacing a broken instrument cluster with a used one. There's usually a place on the title to disclose whether the odometer is correct or not. As long as that's done, it's perfectly legal.

why is the gauge cluster also illegal to change? is the mileage also stored in it somehow? or is it just because you'd have to screw with the odometer in some way to replace it?

On all my cars, the odometer is part of the gage cluster. So when a speedo or tach goes bad, most would just replace the whole thing. Bottom line is that if the odometer reading is not correct for any reason, that's OK, as long as it's disclosed on the title when the vehicle is transferred.

Ah I see. I would think acknowledging that the mileage could be anything would make it a hard sell though, especially if you wanted any decent book price for it.

Yeah, I would think it would make it really difficult for the seller to get top dollar for a car in really nice condition. OTOH, if it's a rusty broken down POS, probably doesn't matter much.

Hmm I see your point ha. Sort of like the computer really should be flashed to match the car, but if you dont really care or you're going to drive it until it blows up then who cares.

Now I've got myself tempted to buy a junker and build a street racing car lol.
