Grab a chilton/haynes manual and do some reading

I would say that your oil return lines are totally plugged up.

ya it just seems like the dip stick isnt even attached.. and another qquestion is what is the easiest way to see where the oil is coming from when its leaking and if its a cheap fix (gasket) or a expensive one?
It appears that the head is holding a lot more oil than it normally would. Perhaps the leak is coming from your valve cover gasket? I would service the PCV system and ream out the oil return holes in the head. That could solve a lot of problems.

I would pop off the valve cover and check the return line in the head for a block, that's probably were your leak is coming from if you think about it. I dont think the valve cover gasket is meant to hold that much oil, just splash oil and if you say its filled to the brim well when the engine is running that valve cover gasket now has a good deal of oil pressure to fight beings the oil is not draining properly.
