I am installing a 22rte in a 4runner that is off-road use only. I want to do an EGR block-off to clean-up the engine, plus maybe gain a little power. Not sure what else the block-off entails other than a plate @ the head and upper intake manifold and capping off a few vaccum lines. What about the vsv controlled by the ecm and hot combustion temps. caused by the block-off??

You could probably leave the vsv there and cap the lines, or try removing it, but that *may* confuse the ecm. Since you are off road only, put an aftercooler on the turbo. That will lower intake temps and thus the combustion temps as well as boost power. Otherwise, I don't think it's going to be a problem. The EGR was only added to try and combat high NOx emissions created by running ever leaner mixtures to reduce HC emissions back before really sophisticated engine management systems were developed. I doubt you'll have any issues with reliability without it.
