I have a 1997 at200 celica that im looking to make this change to. I've read the threads about converting a rear drum brake to a disc one and even the one on this site with the camry. But I'd like to do a brake conversion from parking drum brake to a parking disc brake. As in eliminating the drum brake in its entirety. Is there a toyota brand rear brake caliper, that has both the normal (hydraulic) brake side, and the parking brake (wire?) side? And would it possibly fit the stock caliper bracket already on my car?

Yes, they were actually quite common for a while when rear discs were becoming a popular. I know for certain they were used on the MR2, but that's definitely not the only one.

I am not sure what would fit your Celica.

The braking power they generate with the handbrake is poor compared to a drum brake because of the lack of servo action. Not sure what your goal is, but keep that in mind.
