I had the same issue on my 2018 Toyota Camry XSE, which was also Ruby Red Flare. The dealer did cover the problem under warranty. Note that my car was never in an accident, was never repainted prior to the peeling paint issue. It peels off especially easily in winter. Below was my experience.

Poor Paint Quality
I am definitely not impressed with the paint quality of the Camry. Besides the fact it scratches easily, I notice paint peeling off my front bumper. I didn't hit any curbs, ice banks and nor did the bumper contact anything. Photo attached, note a little ice on the car.. I didn't buy a Lexus but...
