Anyone know if it is possible to enable the outlets in the center console to be powered with the car turned off in an '05 Avalon?

Well by off you mean the engine not running? If you have the push button start, you just push the button twice and all the lights and electronic will turn on via the battery but I would not suggest this for a long use because your battery could die.

Same thing with the key start. Move it to ACC, usually the tick before the ON which powers the engine, and works the same way.

Understood that it will work with system enabled - asking if there are program options that will change the state to on with car off - many vehicles have cigarette lighters that are powered at all times.

Not in the programming options that I'm aware of.

My dodge has 3 that are ignition switched and 1 that's constant, did come in handy once when I forgot my cell charger and left it in the car to charge.

Most likely no option to program that by yourself. The dealer has the skills but probably will not do that.
