Nope, that's brake fluid. The power steering reservoir sits on top of the power steering pump on the belt side of the engine, it'll be a black canister-like thing that says "power steering fluid" on the cap right behind the dipstick. The owner's manual recommends using Dexron-II automatic transmission fluid (but you can also use Dex-III or anything generally compatible with Dex-II).

there's a line that shows where it is when it's cold or hot. you want it close to the line, but not over. over filling it may cause it to leak when you are running.

as for the brake fluid being low, i'd check to make sure your pads and shoes aren't work or one of your calipers or wheel cylinders isn't leaking. the system should be a sealed system and if you are low on fluid it went somewhere. if the pads are worn the fluid will be in the calipers in the front. if you just fill it, when you change your pads and push the calipers back in your master will overflow and you will have caustic brake fluid all over the engine bay below the master. the brake fluid can eat paint off of sheet metal.

Well was it hot or cold?

I removed my pump altogether when it started to make a whirring noise.
so now you are running no pump? did you switch to a manual rack? or just manning the wheel?

Wheels not that hard to turn.
I plugged the lines on the rack off.
Once I get money, I'll swap to a manual rack if it really makes difference.
