how to change nearside headlight bulb on prev 1999 model as i cant get to it under bonnet as air filter is blocking entry

The air filter assembly can be removed. Sometimes they don't need more than a screwdriver or a 10mm socket wrench depending on how they are attached.

You can try from underneath or through the wheel well also.
