quick question. is this black padding stuff relli nessesary?

ok so you take off the rear brake light (the one thats inside right under ur rear windshield) and then u take off that cardboard cover thing (the thing with the two things for the speakers) and under that, theres this huge black plastic mat thing.. is that thing nessesary??
