If you start the car on the morning with A/C off - are your fans on or off?
If they are on - then ECT No.1 is faulty, I guess.
If they are off and come on later due to the engine temp is rising then it is ok. Fans may come off only if temperature of coolant at the lower hose is below 84 deg C (or around this). If it is hot and coolant can't be cooled down to 83 C and below then fans will be on.

yes uae is very hot

so my fans are ok

Fans are most likely fine. Check if there is a good air flow through the radiator when fans are on, just to rule out very clogged air passages in radiator.
Also check the direction of air flow: it should come from radiator toward the engine. I had a very weird behavior of A/C for a year and nobody could figure out the reason: after some time idling with A/C on the A/C started to blow warm air and constantly do "on" and "off" within 10 sec period. I found out that previous owner replaced the fans (or whatever he or his mechanic did) and connected fans with opposite polarity, so they blew FROM the engine toward the rad.:facepalm:

my fans direction is ok, i have two fans for radiator ,thats it
