radiator support

Hello peoples! Just got back from a 3 day backpacking trip, and what do I do? I start working on my car! Alright, here is my prob, the 5ht gen I have, got into a bit of a fender bender before I bought her and I've been in the process of repairing everything.

Question: Is it welded to the body, cause I took out all the screws and it won't budge. Also, do I need to take off the fenders to get it out?
