I have a a 2004 RAV4 L. It cranks but doesn’t start. Battery is good. Tested all fuses and they were good. Swapped relays. The coil packs are getting power and spark. Won’t run with starting fluid. The OBD2 won’t connect with the ECU. I’ve tried two different scanners to make sure. We took the ECU out and there was water in it. Backfires through intake. Fuel pump doesn’t sound like it’s turning on. When cranking the RPM gage goes crazy. To me everything is point to bad ECU. Any thoughts?

sounds like wiring harness was ruined with water... not sure if it can be dried out, without getting to each part of it and connectors...and then there is corrosion...
