Well I think it doesn't even require a kindergarten knowledge to see that the bumper is damaged and was repaired in some way. It's very clear in the picture. Most likely, that vehicle sustained damage in the front so the mounting area of the bumper or the headlight is probably bent in some way.

I did have to fix my daughters fiesta one time after a bumper bash and it looks like your picture - stuff misaligned etc.
It's not that bad of a job providing the damage is limited to the crushable part of the bumper system. Find 12 in the first embedded link above.
If the frame supporting the "impact bar" is buckled, it's more than a simple fix and will likely need to go to a body shop, unless the buckling is very very minor.

Thanks for all the replies. i am going to take down the bumper and see how bad the is damage. hopefully it's just the bumper mis-alignment.
