From what I understand it just locks both rear wheels and yes, you can use it off-road. I assume you have a pre-runner and not a 5 lug mini? If you have the latter then there was no option for a rear locker, but if you have a pre-runner with the TRD option then you have the rear locker installed.

When engaged, the locking differential makes both rear wheels rotate the same (i.e., they're in 'lock step').

This is good for low-speed traction, and is about as good as you can do for messy off-road conditions with only 2 drive wheels.

A locker shouldn't be engaged on the street, though ... Having both wheels in lock-step is awful for cornering.
