On attached image of bracket #12321A there is a rubber insulator #12351 that screws onto some bolt. For the life of me I can't figure out what it screws onto or what's it's suppose to do.

Its a dynamic damper. It should bolt into the side of the bracket that comes off the trans. Toyota probably found some odd vibration at some operating speed that required that part. You can safely leave it off...

You'll find a few parts like that on most Toyota's, bolted in odd places on the drivetrain (my Alltrac has something like that on the rear subframe, my 4Runner has one on the back of the transfer case, etc.).
