There is one nut and one bolt that needs to be removed in order to replace the drive belt tensioner. My problem is the bolt is too long and hits the frame before it is completely out. Without removing the engine is it possible to cut off this bolt and use a shorter one (1/4" to 1/2") when installing the replacement tensioner?

No... You just need to loosen that engine insulator mount bolts (one is visible in your photo) on the chassis to allow jacking up the engine enough to clear the tensioner bolt.
