Hello all and happy holidays!.Isnt fixing old cars what everyone does for the holidays?
I have a 92 camry v6 automatic.that has spent 15 yrs in storage.117k miles
I parked it because it had a hesitation on hard accel.
I pulled it out of storage 2 yrs ago and got it running again by replacing the old fuel pump .a much easier job than a 90 camry LOL
.I then took 200 mile trip...it still had issue of hesitation and sometimes was hard to get over 40mph..so for 2 yrs sat around my moms place where I left it
.In the mean time one of the rear wheels froze up but I got it free
last week .I had decided that one thing never messed with since I owned it was the distributor.I installed a new distributor last week.Boy was I excited when I saw the contacts in the cap...horrendous defiantly would not run right with those.so Put new battery in and hit the key..nothing no starter turning....was a bit worried that engine lovked up but i jumped the starter and engine turns over fine.
i did a little checking and neutral safety switch seems to be likely cause.pulled out the switch. which is not as easy as it looks on a car from northeast....I could not open the old NSS to clean it so i just tapped on it and then pluged it back into harness not attached to tranny...engine cranks over ok now...but fuel pump not comiing on...put test light on pump and no 12+.
Remembered the diagnostic port on pasenger side near firewall. there is no voltage at fp or b+ pins so obviously the pump is never going to come on .Wondering on what is supposed to be there .Is b+ live at all times? only when key is on?[its not now in any key position..and what would be the next place to look for this issue?.I have the MAF plugged in.Dont see any blown fuses

IIRC Fuel Pump power is controlled by the "Circuit Opening Relay", located inside the passenger cabin.

The fuel pump ("circuit opening") relay is ground-triggered ("energized") by the ECM. That's where I'd check for power (+12v @ this relay) / and back-trace -> as needed, if here.

Dunno if the following videos apply - but including for your review, hope they are helpful.

A few more points to make about the 3VZ V6 engine (US Camry '92 & '93 only, other markets like Japan and Australia got it from '92~'96): There is no "MAF" (Mass Air Flow sensor), as that wasn't introduced until the 1MZ (from '94), instead it has an "AFM" (Air Flow Meter), a mechanical swing door which is pushed open by the incoming air. Very simple, durable and effective way of measuring the air flow. The fuel pump will not get power until that AFM door is pushed open slightly by the intake air of the spinning engine (say, on the starter).

The purpose of having a fuel pump switch in the intake airflow is to shut off the fuel flow after a crash and engine stop, but the key is still in the "ON" position.

You can bypass that safety switch by jumping the "Fp" and the "B+" terminals in the DLC1 (the diagnostics connector in the Engine Room, near the Wiper Motor):

In answer to your question: There should be voltage at the "B+" terminal in the DLC1 when the key is in the "on" position. Re-do your check making sure you have the key in that position first.

The Fp feed comes from the Circuit Opening Relay, terminal number 1 (lavender / black wire). That gets its power from the Black / Orange wire from the IGN fuse (7.5A), which is the same place the "B+" terminal gets its power from, which is why jumping the B+ and Fp will run the fuel pump on demand.

Its important to know; the fuel pump on these does not get power with KOEO. Only while the key is in the START position. After it starts, the ECU takes over operation.
