Running Board Issues

I've tried searching this and other forums and can't seem to find any info.

I've got an 07 Tacoma 4x4 double cab (4.0L). I recently purchased a set of used OEM running boards/steps. I found elsewhere that the appropriate bolts are M8 x 25-35mm. I tried those, but they only fit the center bracket. The front and back seem to need M7's as the 8's won't even thread all the way.

However, the bolts on the back bracket (on both sides of the truck) just spin continuously and won't tighten down. They're 30mm long with washers and lock washers.

Any suggestions? When I went to put the boards on, I noticed the plastic plugs were missing from the front and back bracket locations, however the middle still had them. I don't know if perhaps the previous owner somehow resized the wholes?
Any ideas or advice would be a huge help!

I wonder if at least on the ones that are spinning, the weld on nut has come loose. I just replaced mine, and found that the dealer (during my frame swap) must have used an impact gun on these, and spun one of them loose. I brought it back, but all they could do was cut the bolt out (I couldn't get one of them out).

Did you replace the nut? I read elsewhere that you can install new rivnuts. Just sounds like a pain. Plus I'd somehow have to get the damaged nut out. How'd you get some of yours out?
