I'd try and order it directly from my Toyota dealer. If you don't mind paying a little for it, but it all depends, sometimes they're not bad at all. I was blessed with a good dealer that knows a lot and doesn't try and take the consumer, so try and find a good one. If they turn out to be too expensive new, then start calling junk yards.

I just went through this. mine actually would'nt pull out or retract at first. I took the whole rigging out. Then found that I had to pull the belt all the way out until you can pull the pin out of the end of the belt. You need to hold on to the spindle while you do this or it will spin out of control. When you get that pin pulled out, pull the belt out of the middle of the spindle and then wind the spindle tighter against the action of the spring. (You will be tightening the spring) Then, after a few revolutions, insert the belt back throught the center of the spindle and insert the pin again. Then when you let go of the belt it should go back in further. You may want to look at how far the belt needs to retract before you pull it so you know how far it needs to be tightened.

Now, If you have problems pulling your seat belt out. That is a lot easier. There is a ball bearing in a white plastic carrier. The cup that the ball bearing is sitting in is dirty. Clean it and your troubles will be gone.
