should i replace the vsv

well my check light is on for the egr (p401) i hadnt had time to pull out the egr but i checked all the lines and the vsv. well on the v6 there are 3 vsv's and i checked all 3 and the reistance on 2 were 38.5 (within range for my repair manual) and 1 was 48.6 (out of range for the book) i asked my dad he said it was still good since it still had contiunty. so i dont know if i should replace it and how would i clean that egr valve?
