Yes you can. That assembly unbolts with two bolts and a few clips, or you can just pick up an entire spoiler center section from ebay for pretty cheap.

hi everyone. i would like to change the spoiler LED brake light. i went to toyota, they asking me AUS$600 for a replacement. i can't afford that. Can i buy the LEDs and replace them. Cheers

No I don't. After you get the assembly out and taken apart, it shouldn't be too hard... but I never had to replace one myself. LEDs are pretty reliable.
