Starter grinds during cold start

This morning I went to start my 95 Camry and when I turned the key to crank the engine, the starter just grinded. I let go of the key and after a few seconds it started and I drove to work. After work same thing happened, it grinded then after a few seconds it started up.

I started the car several times when the engine is warm and always starts with no grinding. Only happens when the car sits for awhile.

The cables are clean and mounting bolts are tight. I assume it could be a chipped tooth in the starter gear or flywheel but just odd how it just started happening morning.

I'm assuming the starter is going bad and on it's way out? Why do you guys think? Has anyone experienced this before?
