I'd just get some good metal polish and try hitting just that spot -- whatever it is, a good polish like Mothers Mag & Aluminum should take care of it. I don't think you'd have to hit it with a wheel.
To protect the shine, it may depend on your personal preference. You can use a pure carnauba wax to help keep the shine you have, but once in a while expect to use something like Mothers Billet Polish to bring back the mirror finish -- you can use it either with a nitrile glove soft applicator or a PowerBall. Avoid terry and hard pressure as you'll cause marring. Billet Polish does tend to offer some protection on its own.
Avoid harsh wheel cleaners, and wash them often (be sure they're cool) and with a soft wash mitt.
To me, there's nothing like the look of polished billet, and those are sure real nice wheels!
