If you broke it putting it in, you maybe able to get some pliers on it gently and back it out(fine point pick and hammer and chisel(when used correctly) may work as wel).. I'm assuming the broken stud has headroom.

If it broke taking it out, that's another story...you tell me.

Use a left handed drill bit. Harbor Freight has a little set of them.

It’s not mild steel, that would be too weak and doesn’t machine nicely. It’ll be a steel alloy of decent tensile strength, but still malleable enough to run through the thread rolling machine.

If the bolt is flush with the head, need to weld a nut to extract it. This will prevent damage to the threads.

The maintenance guy at my work showed me this trick. If you can afford an air engraver it will work wonders on a bolt like that. You just use the tip to push on the little broken edge. Some PB blaster and the vibrations have saved me a lot of hassle at work.
