How were the fuses checked? Did you use the test ports on the top of the fuse, or remove each one and check with an Ohmmeter?
Do any of the buttons on the climate control panel (surrounding the radio) have any effect at all when pressed?
Is the defrost indicator flashing after the ignition is On? Yes means a fault code has been stored. A Techstream scan tool can read it.

I took each fuse out and looked if it was burnt under hood and under dash there all good climate control buttons are not working non of them lighting up not even defroster (only light up when the headlights are on) I changed both temperature climate control with the buttons and still nothing I remove the dash to check wires there all good. Still cant figure out the problem I checked all the relays with 12v and multimeter there all functioning properly there is small module behind glove box is that for climate control?

It requires a huge overload to burn a fuse to the extent it can be seen visually without magnification. A moderate overload can leave a hairline crack that may not be visible. One of the methods I described is far more reliable. You could also substitute known good fuses from a kit of various sizes.
Since you have already replace the climate control ECU (called "AC Amplifier" by Toyota), the most likely failures that would completely disable both the heater/AC and rear window defroster are open fuses or body control multiplexed digital communications. There are multiple fuses protecting these systems.

I misunderstood. I interpreted your posts to mean you had replaced both the ECU module ("AC amplifier") and control panel (shown in your image above). The control panel is just a collection of switches; the climate control ECU ("AC amplifier") is the "brain" that actually operates the heater, air conditioner, window/mirror defrosters, and seat heaters (if your Avalon has this option). The control panel communicates all of the climate control switch settings to the ECU over a single wire, digitally encoded as a stream of data bits. There is a digital bus transceiver within both parts.

Before trying a new AC amplifier, check both ends of the 7.5A HTR and AC fuses with a voltmeter to ensure both are good and the modules are actually being powered. Both ends of the fuse should read 12V to 14V when you probe the small test ports on the top surface of the fuse.
