2000 Toyota Camry, left front door will not open from outside.

2000 camry, left front door will not open from outside. However will open from inside. I have removed the trim panel and found that the rod with the oblong hole has come off the latch. I have the replacement plastic piece but I'm not sure how to install it over the tab on the latch, or how it attaches to the rod. In this pic it attaches in the upper left portion. The little platic part is called "Snap, Door Lock Control Link" Toyota part number 69759-AA070. The handle is fine and was recently replaced.

You put the plastic linkage retainer into the door handle first, then put the linkage in, turn the retainer to lock the linkage in place.
That portion of the mechanism is not the problem. It is the other end of the connecting rod that somehow attaches to the door latch. Apparently it is somehow held in place by the small plastic clip. That lower portion is where I can not figure out how to install the snap clip.

note that rod from the outside handle is not actually "attached" to the latch lever, it sits in a slot in the lever and when the outside handle is stroked the "L" shape in the rod pushes down the lever

the reason why the rod is not more securely fixed to the latch lever is because when you stroke the inside handle that lever moves up /down (don't want the outside handle moving when you pull the inside handle)

that resin piece is just for noise/rattle
