2003 Corolla Ascent Headlight Problems

Hi All,

Having a problem with low beams on my Corolla. High beams and park lights are fine. Fuses are all ok and so are bulbs. I assume now that its a problem with the relay or the indicator stalk. Problem is I can't find any relays associated with the Headlights. I have checked all the spots the manual points to-fuse box in engine bay, fuse box behind passenger glovebox, relays behind facia by steering wheel, and haven't found one.
According to Toyota service guy, both low and high beam relays should be in the fuse box in the engine bay, but all I have there are the two H/LIGHT fuses for R and L, no H/LIGHT relays?. Does anyone have a car of this model and know where the H/LIGHT relay is?
I don't really want to go pulling the indicator stalk apart until I have checked the relay is fine.

This a Jap model in Australia, so there is no daytime running lights.
