Looks like both are inside on the right-hand kick panel.

Thanks. I had found an image that indicates the BCM is on the driver's side but I will look on the passenger side first as it looks now like one or both are there.

BTW, the location of engine and other grounding lug points would help too.

 

Tops of fender wells in the engine bay and the mounting points for control modules in the interior are common ground points.

New observation. I got the voltage up, turned switch on, then off/on 5 times. Clicking stopped but starter would not engage. Then I pushed the little red indicator on the left side of dash and it worked. I thought that was just an indicator but must be some type of reset too.

Please lessen my ignorance.

 

Your way above my pay grade but a reset button would make sense.
My MR2 had a similar issue and the reset had something to do with someone using a valet key.
Never did figure it out.
