400 rpm super low idle speed

It has been several times this week where I will go into the store and about 30 minutes I come out. I start up the car and find the idle to be at 400 - 450 rpm until I put it in reverse. All other times the car will idle at the normal 650 - 700 rpm.

Is there any problem with it idling at 400 rpm, 30 minute cool down time, and this is only in park with that issue. I have changed a new idle air motor and it was the same.

did you clean the intake by taking it apart from the IACV and also the egr and it's subcomponents? when's the last time you replaced the PCV, plugs, wires, air/fuel filter, etc.? what's the maint history of the car and year/motor/trans?

If I pull the green plug to the water, the car no longer will idle up in this situation.
Now today this is what happened. I parking the car after exiting the freeway and went shopping for 20 minutes. Coming out I had a low idle of 400 rpm, so I let it go for about 20 seconds or so. Then I gently rev the engine to 1000 rpm and held it there for 20 seconds. After letting go the engine now idles perfectly at 700 rpm. I am out of ideas how to fix this issue.

did you clean the intake and IAC valve by taking it apart from the intake and then taking the IACV off of the throttle body? i kinda asked that before but i can't tell if you were including that with the normal stuff that was done.
