Having an issue with my 99 Camry 2.2l. Car is running really rough at idle and when accelerating. After checking the VSV it checks ok with respect to resistance (31 ohms) and functions when applying and removing 12V. However, when reconnected the valve is not switching. The connector has constant 14 volts to ground at any RPM. Any ideas? Could this be an issue with the ECM not sending signal to switch VSV?
