99 Toyota Camry VSV (Vacuum Switching Valve) Not Switching

Having an issue with my 99 Camry 2.2l. Car is running really rough at idle and when accelerating. After checking the VSV it checks ok with respect to resistance (31 ohms) and functions when applying and removing 12V. However, when reconnected the valve is not switching. The connector has constant 14 volts to ground at any RPM. Any ideas? Could this be an issue with the ECM not sending signal to switch VSV?

Is this the evap VSV? There should be a circuit diagram on the underside of the hood.

Yes, it's possible the signal from the ECM is not getting to the valve. Don't blame the ECM yet, could just be a wiring issue. You could use a test light in place of the VSV to see if the valve is getting ECM signal.

Has P0401 code. EGR VSV, I’ve swapped three of these to be sure it isn’t the issue. Can tell pretty quick when you don’t hear all the clicking. MAP sensor be a possible cause?

I will add that when I see an EGR code I think, remove and clean EGR.
