A hidden fuse

I am looking for a #8 fuse which, according to the picture, is located in the engine compartment box next to the air filter. The problem is, there are no this and a few other visible fuses in this row. I checked with a Hoffman Toyota service manager, he could not see these fuses in this box and suggested that the only way to solve the mystery is to get diagnostics for $150. Plus $2, of course.
I would appreciate any help. Thank you.

What are you trying to fix? #8 is a headlight relay.

Thank you for the lesson. I have not realized that there could be anything other than a fuse for the low beam head light. I am envisioning a trip to a mechanic.

There are locking tabs on it and you're right, they are very tight in place and hard to grip with fingers. I'd ask the guys at the car part store to help when you buy a new relay from them. The tool I'm thniking about is a small springhook.
