A couple of suggestions to help with this situation and figure out if you truly have an issue.
When you use your A/C, use the setting that sends the air to the console vents (arrow pointed at head). Using the setting that divides the air to the console vents and the feet with your AC will reduce the effectiveness of the AC unit.
Make sure your vents are open. The vents next to the driver and passenger window can be adjusted. My wife gets cold and closes the vents on the passenger side. I have to remember to open them next time I drive, which I don't always remember.
The setting with the 2 rectangles on it is your rear window defroster and rear view window defroster. They have absolutely nothing to do wiith air flow.
Don't use the recirculation setting or Max AC setting when using the front window defrost setting.
One question for you: does your AC actually cool your car? You mention the speed of the fans but nothing about whether it's actually cooling. I would focus on that part esp in 110 degree weather. If the AC is not cooling your car, now you have a problem. Listening for air speed with a variable system is kind of hard problem to chase especially since we are all in different climates; drive different routes; park in garages and on the street; park in shade and in the sun; etc.
