I see these on ebay

and it's hell of a lot cheaper than my Sylvania Silverstar ultra's and they're of course cheaper than HID's. But I'm thinking about changing headlights again, and I was wondering if anyone had any experience with these? I looked around, and some audi forum posted some pictures of these on the car and they looked very white, but my question is, would these be approved for actual road use? and would they be safe?
