Camry wont start after immobilizer transponder ring replaced - P1604 DTC

Toyota Camry {2AR-FE} 2017 4 cyl (no smart key) 47kmiles.

Initial issue - car cranks no start - Immobilizer light still blinks with key in place . [ ]

Replaced immobiler transponder on steering column / reset ECU / Reset all DTC /
Immobilizer light no longer blinking with key in place still wont start.
==> car still wont start and P1604 code still present with new SCAN [ ]

Any help greatly appreciated

I have a very old techstream software and the VCS(sp?) cable - i prefer not to toy with that as i dont want to brick or change anything - i rather pay a key mobile key guy to comeover and handle it.
I did not replace any keys nor the main ecu/immobilizer. Only replaced the ring antenna by the key hole - does this warrant a key programming ???

i will try adding some a drops of gasoline in cylinder and see if it cranks
If it does then i would look for fuel related issue - how do i check fuel pump energized - no check engine light / codes

Best spray stating fluid( maybe brake clean would do) into intake.
No codes available specifically for fuel pump not being energized.
Need to measure for voltage at the appropriate test point.
ALLdata or Mitchell have wiring diagrams/voltage specs.

In addition verify that you have RPM( around 200) on scan tool when cranking.
This indicated the crank sensor signal getting to ECM.
Crank signal allows ECM to power up fuel pump thru circuit relays.
