DRL Facts for Ontarians...

I know I was mis-informed about the law and this should help clear everything up. People constantly say that if your vehicle was manufactured with a DRL it must be used if you live in Ontario, so I was curious if this was true since I wanted to do the Disable DRL mod. Turns out it was almost true, until the Ministry turned down the proposed ammendment to Regulation 587. I will let you all read for yourselves the legislation regarding the matter and interpret the laws as you will. This is only to inform members of Ontario/Canadian regulations.

Subsection: 10

Daytime Running Light Systems

10. (1) No person shall sell or offer for sale a daytime running light system that does not conform to the requirements of the Canadian Standards Association Standard CAN/CSA-D603-88, Daytime Running Light Systems. R.R.O. 1990, Reg. 587, s. 10 (1).

(2) For the purpose of subsection (1), a daytime running light system means a group of electrical components including the control unit designed for installation on a motor vehicle to automatically activate lights used to improve the conspicuity of the vehicle viewed from the front at all times other than when headlights are required. R.R.O. 1990, Reg. 587, s. 10 (2).

Proposal
The Ministry of Transportation is seeking comments on a proposed amendment to Ontario Regulation 587 under the Highway Traffic Act.

This proposed amendment would require that daytime running lights (DRLs) must be used if the vehicle was manufactured with DRLs, or if DRLs were required to be installed during importation.

Canadian Standards Association Standard CAN/CSA-D603-88

This section defines the criteria for a DRL.
Highlights of this...
(44) Every passenger car, multi-purpose passenger vehicle, truck, bus and three-wheeled vehicle shall be equipped with two daytime running lamps or, if the daytime running lamps are optically combined with the upper beams of the headlamps, with two or four daytime running lamps.
(45) A daytime running lamp shall be white, yellow or white to yellow, in accordance with sections 3.1.3, 3.1.2 or 3.1.3.1, respectively, of SAE Standard J578, Color Specification (May 1988).

Interesting.

My interpretation:
So the vehicle must be equipped with DRL conforming to a certain stipulated CSA standard.

The proposed amendment to the DRL law...that was requiring that if the vehicle was manufactured with DRL, then they must be used was....rejected.

Hmmm.

I interpret it as...

All vehicles must have them upon sale/purchase and that DRL system must conform to the CSA standards.
However, they can be disabled after purchase/safety inspection. But must be functional when you go to sell your car.
