Locksmith key programming?

Yes, of course locksmiths have the ability. In fact I was watching reports regarding using cheap tools meant for "locksmiths" being used on brand new cars to reprogram blank keys....

The locksmiths that do this appropriately pay a lot for their tools, and yes, should be able to provide new keys.

As I remember hearing in one report - car makers still see themselves as car makers, not as computer manufacturers - and as such, their security measures are minimal at best.
 
To the OP - if your home insurance is the same as your auto, when they say it isn't covered make sure they understand a key was stolen, then ask to significantly reduce your theft deductible on the car. Let them hold the risk in the event the car is stolen.
