I doubt you can get the boot on from the inner side without destroying the boot. The outer must come off. I would evaluate the age and condition of the inner and outer tie rods and make a judgement call whether it is more time and cost efficient to just replace the tie rods and boot as an assembly of disconnect everything and reinstall. Either way you will need an alignment.
