Where is the interior fuse box in Highlander 2021 AWD XLE ? I could not find it under the steering wheel.
Is there a always-on USB or 12 V power outlet for a dash cam?

The non-hybrid models have three fuse panels - two under the hood (above each fender) and the third near the drivers left knee under the dash. The hybrid models have a fourth panel in the passenger rear quarter near the battery. Here is the layout for the "under dash" panel. Fuses may be present or absent depending upon the trim level.

The list contains 2GR-FKS (3.5L V6) / T24A-FTS (2.4L 4-cyl turbo) / A25A-FXS (Hybrid). Circuits unique to the hybrid will only show the A25A-FXS engine.

Toyota documentation can be confusing. It wouldn't be Toyota if it wasn't. Case in point: in odd Toyota fashion, circuits that are common to all engine models will either:
  1. Make no distinction between engines.
  2. Show each engine individually.
