02 Camry No Crank / No Start

Hi guys new here, So my mom came over to spend the week and where the fun begins. So she moved her 02 Camry XLE to my drive way and now it wont turn on or crank nothing. I have been trying to troubleshooting it. So i looked at all the fuses and they all seem to be good the relay also i checked it with the multimeter. So i read every that it could be the starter also replaced that still no luck at all.

I tried to crank it and nothing to our luck unless my luck its a dud. One thing i have noticed is the security light its constantly on even when u disable the alarm still blinks. Not sure if these cars have a immobilizer or something in between them lines.

What else should i look into ? Cause i'm out of ideas

What's the battery voltage? Is anything working? Is there an extra key you can or did try?

Engine Immobilizer..?

Hello, How can i tell if i have an engine immobilizer in my 2002 Camry LE. or do all Gen5s have it as standard? And no.. i'm not gonna try to somehow hotwire it and see if the engine turns off after a while =P

I've changed my 02 oil burner camry starter 2 times during last decade, symptom of no click no crank, nothing happen when turn the key to start the engine, also tried a jumper battery to rule out the battery.
you may try use a tire lug wrench light tap on top of starter housing while turning the key to see if that can break loose the stuck solenoid.
now i always an used oem $30 starter as spare at LKQ from egay.

Okay guys thanks for the quick response after looking and reading up everything i took the new starter back and got it swapped out now moms car is running once again.
