1990 Toyota 22RE 4x4 Hard Start and High Idle After Timing Chain Replacement

I have just acquired a 1990 ex-cab 4x4 22re 5 speed. It has more issues developing then I've ever had to deal with. This is not my first toyota I normally can figure most things out but I'm at my wits end with this one. When I first got my truck it needed a new timing chain. No problem getting that done. The problems I have now started when I did the timing chain. I did a egr block kit at the same time

When I got it back together and started my check engine light came on. Checked trouble codes got 2 blinks, book says VAF (vane air flow/air meter).
I got out my ohm meter and checked it. everything came out good.

Now what it is doing. It is hard to start. It never just starts. It likes to sputter for 5 or 6 times then it will sputter to life. When driving it runs fine till you have to stop. At that point it wants to idle around 1750-2000 rpm unless you hold the breaks down till the rpms drop below1250.

I dont wanna spend the money on a new air meter till I know that's all it can be. I have replaced all vacuum lines. I'm possible thinking throttle body but not quite sure. I need some help before I swap it out. I need my truck running or I would just get my 89 4runner back on the road and sell the truck. thanks for any thoughts on my problems

Start with the easy stuff. Make sure the idle screw isn't open or loose. If the vafm checked of move on to the other components - TPS, cold start switch and injector, coolant temp sensor. Check the throttle cable isn't loose or sticking, and that the flap in the body is opening and closing correctly. Tb cleanliness is a good one too.
