2003 Camry Burning EFI fuse

Good Day All,

First of all thank you all for your time and assistance.

My daughter was driving down the highway when her 2003 Camry, 4 Cyl, stalled. Looking over the vehicle i noticed the following items:

-The EFI (20 Amp) fuse blows when I set the vehicle to on (no cranking)
-The car cranks but does not come on. Sounds like lack of fuel.
-Poured two gallons of fuel and the fuel needle moved.

These are the only things I was able to notice for now due to me having to take her to school and go to work. Was hoping you guys can give me some initial steps to begin testing and maybe answer the following:

-Could a clogged fuel filter cause this?
-She said she noticed a loose cable dragging. When I asked from where she pointed to the O2 sensor in the bottom of the car. (why she did not tell me I don't know :|). When I looked the wire was missing. Maybe the remains of the cable grounded to something? Can this cause it?

Update

Looking at the schematics I wanted to try the easiest first. So I:
-Checked that one side of the EFI fuse was grounded.
-Removed the EFI relay to see if it went away and it did not which told me it was nothing in that leg but that it was in the ECM leg.
-I then remember the cable that my daughter said was loose under car so I lifted the car and searched.
-I found the cable burnt and stuck to the pipe.

totally understand your reasoning. what i don't understand is how your daughter knew there was a dangling downstream o2 wire under the car? assuming she's not an auto mechanic and probably doesn't crawl around under the car very often...

just an ifo item - wife's astra (Opel sold thru GM Holdens in OZ) had a funny whining noise on overrun throttle. You know, one of those noises that's hard to explain to a mechanic. Car going ok until, one day, it went berko - engine revving out of control and brakes appeared to be failing (was actually no vacuum). Too dangerous to dive so had it towed to the mechanic who, after a bit of investigating, found it was a stickinmg EGR valve - gummed up with carbon/soot. Fixed it. That shop got some nice home made pizza on top of just $60 for the work (Oz dollars - about 70% of US$s) - that guy is a genious
