2006 2?s: keeping cig lighter on w/key off, and auto locking door locks?

2 questions:

1. is there a way to keep the cig lighter on when the key is off? My ford flex work vehcile keeps the lighter active with the key off so it charges the phone/etc with the car off.

2. is there a way to have the doors auto lock when the car hits 15mph or when it goes into 'D' to drive, or some other automatic way?

Not sure about the 2nd question but to answer the 1st question it's probably as simple as changing a fuse from one position to another just check the owners manual. I've never tried this on my highlander (because I like to keep my phone charger in the lighter and fear it would drain my battery) but have done it on my Bonneville and the only thing I had to do was move the fuse that controls the lighter from one position to another.

You'd have to run a new wire from a fuse that's always hot to your lighter, or just add an auxiliary power socket wired to a hot fuse.
As for the door locks, it could be done, but it wouldn't be a simple thing.
