2006 Corolla Toyota, lost key and locksmith not able to program replacement key

A couple of month ago I lost the only key I had for my vehicle. I had a locksmith come out here and create 2 replacement keys, however he is stating that he is not able to program the key as per his advise the obd is not hooked up properly. Any advise, I had somebody out here to fix the wiring, however it still does not read on the locksmith tablet. In the meantime I wish I would have had the car towed to a toyota dealer to get it taken care off. Any advice on what else can be done? Can the immobility feature in the car be disconnected?

Has your locksmith tried techstream to program the key?
There may be an "all keys lost" function to try.
First though try and hook up an OBDII to the port and see if there is communication
with the main computer(ECM/ECU).Just scan for codes.
Worst comes to worst you may have reprogram the ECU/ECM to a new transponder
code which matches the new keys.
