I just purchased a 2006 Toyota Avalon Limited with 107k miles on it, after purchasing it I have noticed that the heated seats, both power outlets, and the driver seat memory setting is not working. I have pulled every fuse and every fuse checks out okay. Any thoughts on what this may be?

These are the fuses you should check. The most reliable check is to substitute a known good fuse of identical amp rating.

Do the power mirrors adjust OK from the manual switch? The seat position memory is controlled by the power mirror ECU ( the mirror positions are memorized as well).

Usually fuses, on some cars there may be a relay.
On one car that was age 12 when I bought it, removed fuse, cleaned legs with emery paper, re-inserted fuse, until every one was clean and re-seated. These cars (Sebring) were known for electrical faults, but I had none for following 3-4 years, once the fuses had good connections. It was probably overkill, but once I'd treated car so nice, she was nice to me. <shrug>
