I may stand corrected, but it's possible your vehicle might require Toyota's proprietary software known as Techstream to accomplish this.

There are countless threads on this and other Toyota forums that cover purchasing this tool via ebay. Chinese sellers will provide pirated copies of Techstream and a required cable(laptop). The version of Techstream they provide is sometimes not the most current one. You can search the web for current Techstream software. In my opinion the challenge is bypassing the built in security. Some of these ebay sellers provide work-around files to get around this. Whether or not they work is another story.

If I'm right and you are in a hurry it might make sense to let the dealer program the key.
